Trawled through the manual but it's not telling me much of use. Where does the throttle derive its friction from to hold it at constant revs? I figure it has to come from either the throttle lever mechanism or the speed plate. Trouble with adusting at the speed plate is that is is fiddly as hell and makes any slack in the throttle linkage a major nuisance as it then won't return to idle. There appears to be no adjustment in the throttle control though.

The friction comes from adjusting the spring tension on the bolt that attaches the throttle lever to the main frame.

If you have the newer design control the tension comes from tightening the two mounting bolts.

773 throttles are a little different then pictured, but same idea. There are two allen head bolts on the throttle lever. Those are tighten to set tension. There are wave washer behind it. Depending are where you live, this could be all rusted up. If you do have to take apart, mark the U shape bracket that fits over the top so the adjustment screws stay on the same side.
