Throttle Will Not Advance Bobcat 743

I have a 743 with Kubota V1702. Recently spun a bearing and took engine apart and rebuilt. Once we put it back together I can get it started, but it only runs at idle speed. I have replaced the governor springs since they were stretched out. That didn't change a thing. I have replaced fuel lift pump, cleaned out fuel tank and replaced lines, replaced bleeder valve, tried running it off a separate fuel can and nothing has helped.
Any ideas of what to try next would be appreciated.
 
first thaught is the throttle cable not connected or not actually moving the fuel rail injector body
 
have you tryed to raise the engine rpm by hand at the injector pump? If that works it has to be linkage.
 
Check that the injection pump was correctly installed and the internal linkage was hooked up properly. Getting this done can be a bit tricky.

Generally when the pump is not installed into the slot of the govenor arm, it runs at full fuel and will not shut down unless you choke it out.

I'd suspect a sticky injector pump rack. It should be free enough so you can almost turn it one way or the other and the rack slides on its own. You may need to give it a slight bump, but it should not be hard to move
