Jd250 steering jerky with new pumps

Bought this jd250 series2 used 2 years ago. Days after getting it home and using it started foaming hydraulics out the hydraulic reservoir breather every time you shut it off. Eventually the machine lost all hydraulic power. Took it to repair shop and after testing pumps they weren't putting out enough pressure. So paid little over 6k to have the whole triple pump set up replaced. Got it home and wouldn't sit in park without killing the machine. Had someone else come out adjusted steering and it would sit still at idle but as soon as you hit the park release one side would creep and was very jerky. Took it back to where pumps were replaced. They pulled pumps tested them and put back in. Made some steering adjustments and was a little better but now back to where it was. We've tried adjusted steering, replaced shocks, inspected swash plate. Can't figure out anything but right side is so jerky can't hardly do any precision work or load on a trailer. Now when you start it you have to immediately hit the park release because it pulls so hard it will kill the machine. HOWEVER, if you rev the engine up over half throttle it will sit in park on its own but whines some. It's very dangerous and we're very annoyed that after the money we've spent we can't get this figured out. Any insight would be greatly appreciated.
