2011 323D sick

I have had this 2011 323D since 2017, and put very few hours on it. It has never been right.
The bucket hydraulics are fine. Meaning I can raise/lower/tilt bucket...zero issues
The problem is the drive. At idle, the machine groans and labors to move. In fact, it can't move at idle. Another 323D owner said his can move at idle without laboring, although slowly.
At high RPM, it drives forward and back no problem, but it struggles with pushing into a dirt pile or any high load drive.
I just checked the turbo and it is putting out 19 PSI and the engine runs fine no missing or issues. So I don't think its the engine.

Once in a while after it has sat unused for a long while, the right drive will not move forward, I run it back and forth and it clears itself and is no problem after that. I suspect this is a separate issue. I have checked the gear oil in the final drive and all is topped off nicely.

There are no active trouble codes
It has the following stored codes:
ECU 001569.31 Fuel Power Derated The engine's fuel supply is reduced, leading to decreased power output to prevent further engine damage.
PTI 000158.01 Transmission System Control Unit Supply Voltage Problem.
CCU 000107.00 Engine Air Filter Restricted Clean or replace engine air filter.
ECU 000100.03 Engine System Engine Oil Pressure Input Voltage Problem.
ECU 000094.18 – Low-Pressure Fuel Signal Moderately Low

My brother recently ran the diesel dry. So I suspect that is the reason for some of these.
None of these are active, so they may have been false or may have been there a long time.
