Bobcat 313 - insufficient power

Dear All, I bought 6 months ago a bobcat 313 (2 cylinder diesel engine), had to solve some problems with the hydraulics, but now there is only on problem left. With a fully loaded shovel, it's difficult to turn the bobcat, especially when turned when the underground is concrete. The engine seems to have not enough power and even stops running when I'm pushing it. Someone told me that I should add more oil into the hydraulic system, but this doesn't make any technical sense to me. Maybe someone recognizes the problem and can help me further. Is the 2 speed working? Are you trying to turn in low or High?
Those engines are only rated for 12 hp. Not a whole lot of power for what we like to load onto these little things. Not a bad idea to check filters and compression if you think it is down on power.

The first thing that came to mind was to check the air and fuel filters, if they are retricted, you will not have full power.
Turning on sticky surfaces like bitumen or concrete are always harder, as the tyres need to slip over them, takes more power to do so than in loose soil.
