They are correct.
The bucket is not designed to sit flat on the ground, you ned to tilt it forward to do that. Never fear, its all correct.
Some of those models were avaialble with a 15" rim and non floatation pickup tire, not sure if they were shorter but there were not as heavy duty, but that was the least expensive option, most dealers did not order them in this way, as the tire were too easy to cut. 10:00 by 16.5 is the common size.
It does not have a boom stop spacer bolted on the boom below the tilt cylinder. (where the center of the boom contacts the loader)
Machines that run tracks often needed these to hold the arms up 3/4" to clear the tracks, and it may have been left on there.
