LX/LS GlowPlug Countdown Timer

I have an LX665 that is low on compression due to some rebuild errors by previous owner. Often when I cycle glow plugs twice, it will start right up. I noticed that is I go to start it (50 deg outside) glow plugs will count down from 2. I then crank it, and it doesnt start right away. When I cycle the glow plugs the second time the timer counts down from 13. Is there something wrong with the dash that it doesnt count further the first time? Or is it programmed to do this??
 
They work of a temp sensor on run a certain length of time based on the ambient temp.

Mine never goes as high as 13 unless temperatures are close to zero F. At 40 it usually counts down from 7 or so. I wonder where the sensor is for that. Even at cold temps though it rarely turns over more than twice before starting.

I think just the water temp sender, can't say for certain thou, I know on the Bobcats if you unhook that one you get full timer on the glow plugs.
