LS180 Running cold

I have a 2002 LS180 that started running cold. I noticed it when the heat one day was not that warm anymore. Usually I had to turn it on and off to keep from getting too hot in the cab on a winter day. That day we had it on full blast all day and never got too warm in the cab. We checked the temp gauge which showed anywhere from 60-100 degrees F. It was jumping all over the place every second it would show a different temp in this range. I went to my dealer, got a thermostat $35, replaced it. No change. Brought the machine in to the dealer, they tested the stat to be bad, replaced it with a new one. They say it's fixed. Now the machine runs between 120-160 but still the temp jumps all over constantly. Is this normal for it to fluctuate every second ? and is this a normal operating temp? I thought it use to stay closer to 180-200 but I don't really recall now. They charged me $450 to test and replace a stat which I thought was insane considering the stat was bad they sold me. I just want to be sure it's actually running right now. This was the first time ever having this unit in a shop, they also couldn't find any moisture in my brake housing causing left side lock up when below freezing. Charged me $500 for that. I got out of there for $1300 with a new air filter and maybe a new working stat. Crazy!
 
So... what temp does anyone else's skids run at? And does the temp stay fairly steady?
check the temp with a non contact temp gun above and below the thermostat. It sounds like a bad sensor or wiring rather than a thermostat problem unless there is air in the system.
