L465 bogs down under power load

Not sure how old it is 1994-99, but it ran fine until- i let oil get low and bent a rod and messed up crank- ok- all that is fixed now. It used to turn over very quickly and start but now you must have key on for a few seconds until it fires up. Seems to bog when giving more throttle. Now when driving and lifting, turning, etc, it almost wants to die, then it builds back power again and goes- the guy check all injectors for fuel, checked for trash in the lines, and the fuel filter is clean. He said the governor was "sticking" and not letting enough fuel in-he said he fixed it, but when he left, same thing- SO- What should I investigate as I try to solve the problem- fuel pump seems to be clicking when key is turned on, so I'm getting fuel. Side question- he put only water in my radiator due to the fact he said it's good to let it get a little hot to seal up everything- remember- new crank, rod, gaskets... Any help would be great!
 
If you did not change fuel filters start there. You can not go by looks alone. The inline filter can look good but still not alow fuel to freely flow through it.

Good advise from Mike, if that still fails, you may want to check your pickup tube from the tank, it may have an obstruction restricting the amount of fuel getting to the pump.

All filters were changed. Compression tested perfect. He still thinks governor- just hasn't been able to get to it yet. Thanks
