First machine

Hey Guys, Just picked up a older 1987 Mustang skid steer. It has a 1.6L 4 cyl Ford industrial gas engine. I'm just learning to putz with it. It needs an oil change but I cant find access to the oil drain plug. It also needs some work on the governor as the motor surges a fair amount. Once I stabilize the linkage on the governor it levels out nice. New governor is about 12-1400.00 Yikes. Other than that, it's in pretty decent shape. Works well for the little dirt work I have and I plan to push some snow around. Any suggestions on the governor and the oil plug access? And yes, I know, I need an operators manual.
 
The machine in question is a 1987 Mustang 445, with a Ford 1.6L gas engine.
Can't help on the drain plug location, but the govenor is indeed expensive, older Bobcat machines run the same motor and potentially the same govenor, but the price is about the same :(
If you can get it open and check for any stuck parts, you may be able to get it working correctly. I assume they just use spinning weights like lawn mower motors run, they aren't too complex.
