wont start

Have a guy with a T-85, story is that it was running great and stalled, started right back up an was moved to a different area, at this time it would whirl and start 4 out of 5 times, now it will do nothing but click on the starter. Here is a list of things done; 1- battery was tested for charge and load 2- key switch was tested and replaced. 3- starter was replaced. 4- all electrical grounds and connections checked and ok 5- relays and fuses checked and ok Am I missing something???? I'd try swapping the relay just to be sure, they may test ok but could have a little crud on them causing it not to work under load. They may test to have low resistance but when it closes and runs the few amps to the starter it could be only giving a little power (if that makes sense). The other thing is it could be bad wiring somewhere...
