Owattanna OMC 441 skidsteer governor

Dad has a 441 he bought. The person he bought it from said to always make sure there is oil in the governor. How do you add oil to it? Recently the engine revved at full throttle and stayed that way. I looked at it a day later and it ran fine. we wonder if the governor needs oil or not? Any other reason it would of stayed full throttle on him? No manual came with it.
 
Forgot to mention it is gas powered..
I have never owner one, but from other setups:
There should be a few plugs that you use to check it. One to drain it, one you open so oil comes out when the level is high enough. Possibly one to fill from at the top.
Look for plugs, and go from there.
