mustang 345 i have bucket up down and tilt.no drive

we just finished putting together a repower on a 345.we have all the bucket functions working but no drives.the neutral safety switches are not yet hooked up.would this cause the problem? if so without a wiring diagram to go off off how can we test the switches to see if this is the problem.thanks in advance!
