LX-865 Boom Lock operation

With the top and side panels off the lx-865, I can see the linkages for the 2 boom lock cylinders that can project from the sides of the cab. I haven't had the boom up yet, but those boom locks don't want to come out when I twist on the handle for them inside the cab. Is there any other interlock on them to keep them in when the boom is not up yet? I lightly tapped one lock cylinder with a small hammer and it moved a little bit, so I am guessing the locks should be movable, but are just grimey and sluggish. Any ideas if I should try to free them up so that I can use them when I do get the boom up?
 
Without going out and studying mine I would say they are not supposed to extend unless the boom is up, You would not want them to be jiggling out while using the machine. !st raise the boom and try it then but not in a garage with only 9' 6 ceiling or you will have holes in it just like mine.

Thanks, Jerry. I am working on the larger problem of the starter motor not turning on, but when I can get it started, I want to drive it out of the barn, park somewhere nice, raise the boom and lock them up, so I can check out all the goodies in the engine compartment.
