LATE 90's Bobcat 863 bucket problem

I have a friend with a 98 or 99 Bobcat 863 and the bucket will not operate at all. It will not lift, tilt or do anything. The machine seems to function otherwise just No bucket action. He was told it may be some sort of safety switch and there were NO parts available for this machine. I told him I frequented this site even though I do not own any kind of skid steer and I knew guys on here would have ideas as to the problem as well as part sources. I'm hoping the folks on here can help. He was supposed to have a diesel mechanic work on it but he was talking about bypassing something which he didn't really want to do. Thank you in advance!
 
Lift or tilt actuator is likely the issue. Oil has penetrated the seal on the actuator and it shuts the system down until repaired. Or it simply be a bad connection in the wiring harness to the actuator. Is it throwing a code?

Is the foot pedal locked up for bucket lift or tilt? If it's a late enough machine there are solenoids in the valves that have to be electrically activated to allow the bucket pedals to operate. They are located on the lift tilt valve block, near the point where the linkage meets the valve spools.
