Its there to protect the pumps when the weather is cold and the oil is thick.

Hi Tazza I'm trying to figure out what is bogging the engine down during forward movement. I'm looking at the cold weather valve and the high pressure relief. I'm getting sick of bogging down just moving around and stalling the engine out from overloading it. Scott

It shouldn't bog the machine down....
WHen it bogs down, is it when you operate just one stick? or does it do the same on both? Its almost as if something is tight. The relief valves on the pump should kick in at lower travel speeds if the wheels are unable to turn.
Are you sure the engine is ok? could it be bogging down due to lack of power?

Hi Tazza I just rebuilt the engine, everything is new on the engine. One note it was propaned powered and the last owner put the carb. back on. It bogs down with both stick forward. it will move slowly ok, but half forward it will start to bog down. Full forward the engine will stop. Thanks Scott

It just seems odd. The fluid to the drive pumps is the only thing that could stall the engine. The hydraulic pump is small enough to not be able to stall the engine.
You mentioned the engine was just rebuilt, are you sure the govenor is functioning as it should? the engine should have more than enough power to not stall with such a small load. You should be able to drive it at full speed without an issue, but you will need to back off a little when digging.
