Case 188D Stanadyne DB2 injection pump rebuild

I picked up a case 1835B skid steer which had the infamous stanadyne DB2 injection pump flex ring failure. It deteriorated and plugged up the pump internal passageways. The machine has the Case 188D engine in it. It would run decent for a minute or two before stalling, just long enough for me to get it into the garage. I lined up the timing on the flywheel, injection pump drive gears, and internal pump timing marks on the governor. I removed the pump, disassembled, cleaned out the particulate, replaced the governor weight cage with a 1 piece design, replaced all seals, and reassembled/reinstalled on the engine. I used the Stanadyne instructions step by step, however ended up with a no start condition. It would sputter on starting fluid. First thing I checked was timing, it was still right on the mark, tried it 180 degrees out, still nothing, no white smoke either. I suspected no fuel but when I cracked the fuel lines, I have fuel spraying out of each line meaning it has fuel in the tank, filters aren't plugged, shutoff solenoid is operational, and pump/lines are purged with fuel. I pulled an injector out and reconnected it to the fuel line, then turned it over. No fuel is being discharged from the injector. I pulled the remaining 3 injectors and they are dry. What part of the fuel injection pump either improperly installed or not adjusted properly would cause low outlet pressure? Thanks.
