Bobcat 720 lift hydraulics are locked

Just repowered an (new to me) old 720 with a Predator 670 and everything is functioning as it should except for the lift cylinders. I bought it with the blown engine removed, and I was told everything was working up until the engine issue. Drive and tilt work perfectly, but when I try up or down on the lift controls it bogs the engine and does not move. This machine is new to me, so I figure I am missing something simple. My question is there a lock solenoid or other type hydraulic lock on the lift controls? If not, what else could be causing the hydraulic lock? Thanks for the guidance in advance.

im currently rebuilding a 720 i got with no motor, i got my hands on a wisconsin vh4d but just found out it might not be the correct spec, did you ever figure out your issue?
