I did all of the above, as expected the seatbelt and seat sensors were ruled out, when I pull either/or solenoid I still get no controls, there is no 12V running to either solenoid, and the ground checks out fine.
Is the trim lines around the instrument panel silver in color or gold?
You are receiving no faults displayed on the instrument panel?
It is important that the instrument panel lights up when you first sit in the seat, not when you turn the key on.
Does the seat belt light come on after the engine is started?
Next is to check the wiring. Remove the instrument panel. Check that the two connectors are firmly connected. Check that no wires have broken at the connectors.
Remove the connectors. Using a volt meter check the harness connector, the larger one I believe, for power and ground. You should have power at pin 14, R/LTGR, all the time. Pin 12, O, should have power when the key is turned on. Pin 4, T/W, should have power when you sit in the seat. Pin 11, LTGN, should have power when the seat belt is fastened. I think the wire colors are correct, but the position in the connector is right.
Check the following for continuity using an ohm meter. Pin 13 is ground, check between pin 13 and the frame. Pin 3 to the control valve solenoids. Check between pin 13 and the harness connector at the control valve.
If you are doing the startup procedure right and all the wiring checks out, then you will need to replace or repair the instrument panel. Silver trimmed pannels are generally not repairable and should be replaced with a gold trimmed replacement panel. If you have a silver panel be sure and replace it with the correct panel or it will not fit the opening.
