tilt cylinder not holding position

I have a 99 Bobcat 863 that wont hold its position on the tilt cylinder. It is work trying to back drag than lifting. the cylinder is brand new and this issue was there with the last cylinder as well. Do i need to rebuild/ replace the relief valves or spool seals.

Typically it would be leaking, at the control valve, the tilt spool, but if not knowing after 20 years of life, if it was rebuilt or not, if not it's worn out, most likely, they become swelled up over the years don't hold position over time and eventually start leaking
