skat track 1700 hd boom and bucket leak down

Has anyone ever had this problem?I bought this machine 6 Mon. ago and just kind of dealt with it but if it is a cheap fix i would like to fix it. Another thing is the aux. hydraulics when I hooked up a bush hog it turned a little slower than it should have ...Im open for any suggestions
 
The leaking down hopefully is just bad piston seals in the rams. They are pretty simple to replace.

the rams are in the cylinders correct?i have looked into the seals on the main control valve it looks very built up with gum this machine has only 1900 hours on it one thing is the bucket also leaks down and it has 2 cylinders on it as well. This machine is very heavy duty but sitting up really was hard on the machine

Yeah, the rams are the cylinders. There is a seal inside that seal the piston against the cylinder wall. If the seal is damaged it will allow the oil to by-pass the piston from the high pressure side to the low pressure side.
You also have load checks in the control block that could be the cause, but i'd start with the rams.
