S650 stopped lifting after shut off.

I was loading dirt for a friend, and I shut the machine off to ask a question. Started the machine back up and filled the bucket, and it wouldn't lift it. Backed out and it tilted slowly and as the dirt fell out of the bucket...the loader lifted slowly. Relief valve possibly? Or something else?
