I would remove the cylinder from the skid steer and extend the rod as far as it will come out, secure it to something some the rod can not move. Measure from the outside edge of the gland nut to the center of the eyelet should be on each side , this I am sure will take several attempts. mark maybe with a nail the center then measure to make sure is level with the rod horizonatly. measure again to confirm what it should be and tack weld in at least two places , then remove from jig and continue to tack weld around the cylinder rod to eyelet. when done lay bead around diameter. make sure that you bevel rod for good penetration and wrap rod with tape or a welding blanket to prevent welding splatter from damaging chrome. just thinking make sure that the cylinders match lenghts too, you do not want them to different.
