m 700 Clogged fuel lines

On a '74 Bobcat M700, the fuel lines are clogged. If you blow air backwards through the lines, a clog will come out and the engine will run for a while...until the line cloggs again. My guess from my old car restoration work is that the tank has rusted and it needs to be replaced. How does one go about removing that fuel tank? Does the skid plate on the bottom of the unit come out, or do we have to remove the engine and pump to get to the tank? I know its a classic, but if anyone knows, we will really appreciate it. The loader looks pretty funny with a gas can strapped to the top for fuel.
 
The fuel tank is toward the front of the machine, so you don't have to pull the engine.
Put it on stands, and raise and lock the boom.
Remove the plate on top, disconnect all the hook-ups and filler tube.
From the top side, 4 nuts and bolts that hold the belly pan and tank to the frame. Put a jack under it so it dosen't fall.
I wonder about availability of a new one.

Isn't there something you can run around the inside to seal the rust? I have a tank on a generator thats like that, i plan on cleaning the rust up then using something like epoxy and run it around the inside and re-drill the fuel outlet tube as it will plug up with glue. They use stuff like this on motor bike fuel tanks.
