LS180 GOVERNOR PROBLEM

I have a ls180 (2003) --governor seems to be sticking,it has new air clnr,new fuel filter and new lift pump--it started out not revving when it was pushing dirt--it would not maintain 2200 rpm - When i crank it,it starts at 700 rpm ,when i throttle up it may take 5 min. to get to 1600 or 2200. if i pull throttle down it may cut off rather than go to idle. If I tap on injector pump assy it seems to go to 2200rpm much faster. This machine has about 750 hrs. on it. Thanks for your help.

Do you use a conditioner in the fuel? Did this problem just show with a change in the weather either colder or warmer?

problem seems to be present whether hot or cold, I do't use a conditioner , but I have noticed some moisture in fuel,thanks - I may drain fuel and put fresh in there.
