LS 180 Instrument Panel QUIT!!

I have a New Holland LS 180. I was using it the other day to spread sand for the sod we were installing and when i went to get out of the machine the stinking machine went to making a buzzing noise and the instrument panel went blank. I can crank it on service mode but the bucket will not move. It will not crank in run mode, it just makes a buzzing noise. I checked fuses in the cab and they were good. I checked fuses in the engine compartment and the 3 one down has no power with the key off or on. Please, I don't want to buy a new gauge cluster if it's not going to fix the problem. Thanks, for any input or advise!
 
The fues you are looking for is the in the fuse block closest to the engine. The third one down should be a 5A fuse. This sends power to the operator restraint system. The power originates at the start relay. This relay is below the engine compartment fuse panel. There are two relays there. The one closest to the outside is the start relay. From the start relay the power goes to the cold start circuit breaker in the engine fulse panel. This circuit breaker is kind of round. From the circuit breaker it goes to the fuse block.........Since the engine will crank in the service posiution there should be power at that fuse block since the 15A fuse powers the key switch. If there is power at the 15A fuse with the key off there should be power at the other fuses in that block. Since you do not have power either the fuse teminal is corroded or seaparated from the power bridge of the fuse block. Unbolt the fuse block and look on the back side.
