L865 little issues,

I just purchased a L865 and got it home last night, now today I checked all the fluids and greased it up. Did my first work in the yard with it, it has a couple issues. The throttle doesnt seem to work right, it revs up fine but wont really rev down, could something like a governer be stickey? When you use the bucket with no weight in it, it works fine, if you put a load in it, it settles as soon as you lift your foot off the control. Any ideas what it may be? I'm going to tear into it a little today but not sure how far Ill go.
 
Throttle; Have someone move the throttle lever while you watch the lever on top of the injection pump. It should go against the stops mounted on top of the pump. If the engine will not idle down when the lever is against the idle stop, you have an injection pump problem. If the lever does not go against the stop, then you need to check the throttle cable where it attaches to the side of the engine by the fuel filter. You may need to adjust there or the joints that screw onto the ends of the cables to get the injection pump lever to go against the stop.
Leak down is probably caused by the internal seals of the cylinders being bad. You will need to reseal the cylinders. Could also be caused by a problem in the control valve. There is a plug on the back of the control valve right above the spool that has orings on it. It is possible that the oring is blown. The plug just screws out.

The throttle hits the stops, could it be something stickey inside the injection pump? I looked at the parts diagram and it looks easy enough to get into. The cylinders dont do it all the time I found out, its random. Ill look into the valve too. Thanks!
