L-445 S/N 545713 moves forward slow and fast in reverse.

I purchased this L445 as a non runner a couple years ago. I finally found some time to work on it and I have the engine running nicely. The problem I'm having is the skid steer moves forward slowly and when you attempt to go in reverse it will take off at full speed and you can't get it to stop unless you slam the levers forward several times by then your riding a bucking bronco. It doesn't matter if you slowly pull the levers back as the skid steer will start slow for a second then take off even though I haven't moved the levers back any farther. The bucket hydraulics seem to work well. I'm open for any suggestions to try to get the forward and reverse working properly. Thanks
