Gehl 2600 hydraulic arm and bucket issue

I recently had a hose pop off my Gehl 2600. I had fluid loss so I replaced it with some hydra-trans universal fluid. Now for some reason when I raise the arms or turn the bucket it moves just a few inches and stops. Every time I move the levers they move a few inches, so I have been moving the bucket and arms a few inches at a time. Does this sound like a pump problem, air in the lines, or fluid type issues? The unit drives and steers great, just a lift and bucket problem. Any help would be appreciated. Thanks
