I have a 1988 743 bobcat and consider tier 0 , having to deal with my local government emissions can I possibility retrofit my engine exhaust to tier 1 or better tier 2 .
 
where are you from? they can't make you change engines in an old machine

An exhaust purifier is the first option I'd look at. It replaces the muffler and is generally consider good enough to make a diesel clean enough to run inside, very close to LP emissions. For starters look at was.catalyticexhaust.com. Never dealt with them persay, but somewhere I picked up one of their frig magnics and stuck it on my tool box.

This engine is classified as a Tier 0 and is required to be registered to operate in Metro Vancouver. Tier 0 engines will be prohibited from operating in Metro Vancouver unless 90 days of registration have been purchased and started on or before December 31, 2014

That's just stupid.
I agree that it is just a money grab, if you want to use your machine you need a 90 day permit that i bet will cost you.
Good to know if you have say an old diesel pump or generator in the back yard, you need a permet to operate that when you want.....
