can't get starter to engage flywheel

I have a 743. A while back, when I tried to start it, the solenoid would only "click". I tried putting a tool across the posts to jump it from the solenoid. When I did that, the starter would spin but not engage the fly wheel. So, I put a brand new starter and solenoid on the machine. I still have the exact same problem. I have checked all the connections. I put a new switch on it. Then I put new connectors on the switch. The battery is new and the cables are fine and are on the battery tight. I cleaned the ground where it bolts to the machine and tightened it back down. I still have the same problem and I don't know what to do next.

pull the starter off and check your ring gear if the ring gear is good while you have the starter off use jumper cables to turn it and watch to see if the engagement gear on the starter fully extends to the end of the shaft.
