Bobcat 722-Ford 1.6L-Zenith Carb Question

Of course my 722 has the Ford 1.6L Industrial engine w/ a Zenith 13805 updraft carb. This machine has the rubber hose carb choke linkage. Steel rod to flex rubber hose to choke plate pin. Moving the choke lever twists the hose rotating the choke plate. My problem is the length of throw on the choke lever will not open the choke plate from fully closed to fully open. My question is - at full closed on the choke lever does the choke plate have to be fully closed or can it be slightly open which in turn will allow for a more fully open plate with the choke in full open position when the engine has warmed up?
 
The choke is a strictly cold start function. If You are not having trouble starting it cold with the choke not fully closed, I wouldnt worry about it. FWIW, make sure someone hasnt installed non oe parts on it. Not a lot to go wrong on those other than wear, which should be obvious by having someone move the choke and you watch the linkage for excessive movement/wear. The parts diagrams on Bobcat.com can also help sometimes trying to figure things out.

Mine starts without a functional choke at all, down to about 10f. I crank the throttle from WOT to closed and itll catch somewhere in between.
