853 hydraulic problem.

Hi everyone I'm a newbe looking for help with and 853 bobcat I just bought. At low idle the boom and bucket work well but at high idle the boom will go up but not down and the bucket will tilt down but will not come back up.
the machine idles well but does sound like it is laboring from time to time.

Any help would be appreciated
