763 G series Electrical issue

Hello. I was wondering if anyone has run into this issue before, I have no idea where to even start looking.
I have a 763 G series built around 2003/04 I believe. When I turn the key on, all panel lights light up and the beep sounds, and it just gets stuck right there, the beep is just a continuous tone, all panel lights stay on with a constant flicker on and off. I can move the key to any position start/run/off at that point with no changes. If I unhook the ground cable and hook it right back up it will stop until I try the key again. Battery voltage shows about 12.5 volts when I checked it.
It did this about 1 1/2 years ago in january when a buddy was using it. It just shut off after he used it for about 10 minutes and then would only do the constant tone. He said when it happened that day, if he let it sit there long enough with the key off, the tone and lights would eventually shut off until he turned the key on again. He got it drug onto a trailer and parked it beside his machine shed and occasionally tried to start it with these same results. When it warmed up outside that spring, he brought it back to my place, and after getting the battery charged up, it started and we drove it off the trailer. I've used it a few times since then, but I dont trust it - I didn't want it dead somewhere since they are so hard to move when not running. The few times I have used it, it would randomly beep and shut off, but always restarted. The longer I used it, the more often that would happen.
I'm lost, Any ideas?

I have a F that had a fault issue and I eventually found that the wiring loom had rubbed through where it goes over the tappet cover above the HP fuel pump and had shorted out. I suspect that the vibration of the engine caused the loom retaining clip to rub right through the split conduit.

Check where the wiring loom goes over the end of tappet cover and around the HP fuel pump as my F rubbed through here from the engine vibration.
