753 Bobcat tries to move but seems locked up

I recently bought this 753 Bobcat. Someone had removed two steel blocks that are located where the steering levers bolt on the valve body. I have tried to move this loader but it seems to want to go forward and backward at the same time and ends only a two or three inches either way. Its like the brake is on. I am looking for information on how to reset these blocks. I would like to get a repair manual for this 753 bobcat so I can do my own repairs and avoid taking it to a Bobcat dealer. Times are hard and money is tight. I would greatly appreciate any information or advice on how to get this bobcat up and going again.
 
With the cab in the air, look at the chain case and see if you can see a round solenoid with 3 wires hanging off it, this is your park brake solenoid. When its not energized your brake will be on and it will roll only a few inches forward and backward. I'm assuming you have a BICS machine and not BOSS (which has bar graph guages) so when you are in the seat and the seat bar is down look to your right next to the seat. All the lights should be green, the brake should click and release.
The blocks you speak of, can you give more detail? are these the arms that bolt to the square shafts on the top of the hydrostatic pump? the steering levers attach to them with steel bars. Or are you talking about the centering blocks? these are held in place with 2 bolts each and set the pump to neutral when you let the levers go.
