742B hoof governor issues

Hi to all,
Something is causing the governor to surge and I was looking for advice. It does not seem to be carburation related.
Surprisingly the oil level in the governor was a bit low (I had checked it not too long ago) and perhaps that will solve it and I will start it and check it soon. In the mean time I thought I would pick the group's brain and see what sort of feedback I could get.
The factory has a new governor available at $408 so any thoughts on other options here would be appreciated also.

Thanks for the links, I will get busy reading them. The last time I ran it, I unhooked the vacuum advance hose and it returned to running normally. My guess now is that it is carburetor related.
I am not sure if a good cleaning is the way to go or if I just need to look for a vacuum leak.

Hi to all,
Here's an update. It seems the governor is fine. I found two small vacuum leaks and also a problem with the contact points in the distributor (the points looked great, but the leaf spring that holds them closed had cracked and while I was investigating, checking the gap, etc. the point spring broke the rest of the way.)
I ordered a new ignition kit and in the mean time I put an old set of points back in and they are working fine and no more surging. Just thought I should report my findings.
