I ended up with a little time this evening and threw the starter in with the washers glued on. With the stud on the top bolt, installation was much easier. Got everything hooked up and it cranks over great with good spark. No gas pumping yet but I will probably have to get into the carb from it sitting for so long. See what I can get done with one arm over the next two weeks.

In automotive applications I have seen differences in the starter nose vary depending on automatic or manual transmission. Something similar has probably happened in the past when a previous owner replaced the starter you now have there. Glad you got it figured out.
