643 Hydraulic problems

Hi folks!! I got an issue. My mother has an old 643 with the ford gas motor. It was bought this winter and rand/functioned fine. Tried to move it yesterday and the boom and bucket would barely move. It steers fine, it's just the boom and bucket that are the issue. I've tried to work the lap bar several times, doesn't help. Any ideas?
 
Are the pedals free to move? depending on how cold it is, the oil could be thick, making things run slowly.
How does it drive? any odd noises?

Pedals move freely, its about 65 degrees out so that isn't an issue. it will boom up and down slowly, but the bucket won't function at all.

sounds like the seat bar isn't depressing the white plastic contacts all the way. sometimes they get flat spots worn in them. in mine i had to heat up the seat bar and bend it lower
