317g John Deere skid steer will not shut off

I have a 2016 John Deere 317g skid steer that is not shutting off when I turn the key off. A friend was running it and ended up disconnecting the fuel line from the fuel filter to get it to shut off. I know he should have choked it out by covering the air filter to get it to turn off, but this is where we are now. Hoping nothing was damaged by him disconnecting the fuel line instead of just choking it out.

It's the weirdest thing though. I didn't know if anyone else has ever seen or heard of this issue before and could steer me in the right direction.

Thoughts?

shutting it off that way ,you are gonna have to bleed the air out of the system to restart, but with that said ,I would think that you have a electric valve that opens to start and closes to turn off that is stuck open, it could be a relay that controls that valve that wont release too. on the bright side since it turned off when you disconnected the fuel line the engine is not running on oil coming from a leaking turbo.
