Having sporadic problems with the hydraulic lockout on my 317. Sometimes I have to unplug and replug the seatbelt to get the lockouts to release. Then even then, sometimes some of the hydraulic functions will not work. After I mess with it long enough, (maybe it warms up enough) everything works fine. Sometimes the bucket function and loader arm functions will not work, sometimes just the loader arms.
 
Lockouts like that are generally safety devices like seat bar, seat or seat belt sensors. As you said you need to mess with the seat belt to get it going, can you by-pass the seat belt switch? That way you can isolate the cause and get a new seat belt if it is indeed the cause.
Bad connections can be a real pain, they get warm they may work fine, dry weather, wet weather they may or may not work.
Hopefully you can isolate it one sensor at a time till it's found.
