I have a 2003 JD250A Series II skidsteer with about 1075 Hrs on it. It hasn't been run in about three years, and I have two problems – one big &one little. The big problem is that as soon as I turned the keyswitch to run I don't hear the fuel pump ticking. The panel lights come on so I assume the Key Switch fuse (F1 or F3 – depending on which part of the Dang tech manual you're looking at) is good. Per the schematics there is a direct connection via the 500 Yel/501 Yel wires to the fuel pump and the fuel relay.

It is almost impossible to get to the fuel pump with the boom down. My first question how to try to disconnect the fuel pump connector so I can check for voltage and resistance of the pump motor? Is there a tab that must be released to separate the connector halves?

The next question is can the boom can be raised manually WITH THE MOTOR NOT RUNNING? Would the left hand boom pedal being in the center position (Float position) allow the boom to be manually raised without doing any damage to the hydraulic system – Y/N?

If you have a forklift or another loader u can pull them up, u would have to move the pedal out of the neutral position
to raise the boom. put blocks under the back, it will want to pull the front off the ground. i have already pulled the pins to the cylinders & raised it that way, that can be dangerous if some thing breaks or slips because nothing will slow it down.

Well if you cannot hear the pump than its getting weak or you have power issues

Yes there is a plug on the fuel pump that you can disconnect, unplug and check your voltage with multimeter obviously with the key in the on position.

If that checks out good (12v) I would check the flow rate by disconnecting the line going to your engine and add a line from filter, using a bucket check the flow rate by watching it.

Change fuel filters first and check flow again, most likely you need a pump and filters. Today 3000 hours or 3 years what ever comes first the pump goes bad.

Some fuel pumps have a metal removable filter / screen with a magnet cap. If magnet has shaving or metal flakes I would defiantly replace

Find your boom safety release valve located near seat, you may already know the location. You'll need a forklift and another person to help. While depressing the boom safety release valve and lifting with chain. Once all the way up let go of the valve and put your safety bar on cylinder before exiting the cab.
