2 speed problem

happy new year guys,
i'm looking at buying a 2000 LS 190...the 2 speed only kicks in the left side drive. i understand that the spring on top of drive is usually broke and causing the problem...BUT i looked at the machine yesterday and the spring is fine...any other idea's what might be happening? trying estimate the worst case cost to repair it before i make an offer

There must be a valve that closes off flow to one side of the drive motor on that side that is not functioning? What purposes does the spring serve?

i am not positive but someone told me the spring is attached to the actuator, as the 2 speed engages one side it pulls on this spring which is connected to an arm that engages the other side drive so if the spring were broke , only the side that the actuator is on would engage BUT my spring is not broken...all this depends on if my (his) explanation is correct
