1976 1830 Exaust manifold Governor linkage stud

I have a 76 1830 and am in process of fixing some things that have been cobbled on it, my ? Is the stud that screws into Exaust manifold for the Governor linkage supposed to thread in horizontal because this one is at a slight downward angle like someone did a botched repair and rod to carb throttle linkage was bent , any help would be greatly appreciated, also how difficult is converting it to Diesel as I have a good 3 cilinder Kabota motor? Thanks
