1840 parking brake

Can anyone tell me how to access the parking brake pawls on a 1999 1840. I used to park outside and if the seat bar were left in the upright position and any frozen precip happened the p brake would freeze in park position. So for the past 8 years I've been parking with the bar down and used a tarp to cover the machine. While using the machine yesterday I stopped to hook up a trailer (in addition to snow plowing I also use Case to move other equipment around) and the machine rolled back slightly and the brake engaged as it should, but I had a hell of a time getting it to release so I'm guessing I'll be digging into this in the near future. Problem is I don't have a clue where to start. Does the ROP cage need to come off?
 
I have a 1995 model that I assume is the same I had had to adjust the screws in the pin to get mine to stop doing exactly what are talking about. If you take out the floor plate you can follow the lines to the pins which are covered with a rubber boot. They say to put it on blocks to do this but I just used the bucket to lift the front end off the ground about 3 inches so the wheels move freely. When you pull the pins and springs out you will see where the cable attaches to a screw that goes into the brake pin. Mine was not in far enough to fully disengage the pin from the sprocket. You will have to check that you have not turned the screw in to far as this will not allow the pin to lock into the sprocket had to adjust mine a couple of times to get it right only takes about 15 minutes.

Thanks, I've seen those boots when greasing/oiling, or servicing battery, didn't realize they were the pins to engage the brake. I'll look at them tomorrow. Thanks again for the response.
