It could be stiff at the pedal or even the control valve. You may want to disconnect the linkage to the control block, and see if the linkage is free to the pedal or not, isolate the issue.Forgot to mention - it's a model 2070.

Here are some photos. I havent had a chance to disconnect the linkage and try that but I definitely dont have cables. If you disconnect them at the control block, then operate the pedals, see if they are still stiff or not.
