At idle the machine runs fine just sitting. If you raise/lower or roll the bucket or move the rpms will surge to keep from bogging down and I get that. When I raise the rpms to start working the rpms start raising and dropping sporadically. I have changed both fuel filters and nothing changed so I am assuming its a control issue. Also a couple other things that I noticed after I got it home. The hour meter doesn't changed and rpms reads "0". Do these work together like maybe the rpms gauge isn't working so hour meter doesn't know it's running. Just a guess. Any help would be appreciated.

As the RPM shows 0, it's possible your speed sensor could be bad, i assume it's fitted to this model. It should be hanging out of the bell housing.

Any idea where the speed sensor is? I tried to find it listed in the parts catalog thinking I could use that to locate it but couldn't find it. Is it normal for parts of the wiring harness not being used. There are a few things that aren't plugged in and I am assuming they use the same wiring harness for multiple machines. Also I got in it this weekend to look at it and noticed when running a little past idle if just moving it if you can keep it running smooth it runs fine but as soon as you hit a bump or move the loader it starts acting up like something is loose.

Sadly i have no idea where to look, Bobcat use a sensor that picks up off the fly wheel, cars have been known to pick up the RPM from the alternator.
Acting up when bumped does sound like a bad connector or wire, sadly, the only way of tracking that is going from one end to the other on the harness :(
