03 773 over heating

Kubota engine. water pouring out of exhaust but is not in the oil, over heats after about 5 mins of running and within 30 seconds after if i don't let it sit for a few hours

is it leaking water out exhaust or coolant??
is coolant level LOW, or correct?

and how clean are the radiator and oil cooler, and I mean BOTH sides, not just one side, as both need to be clean and not damaged to work correctly!

It just has water for coolant at the moment because it blows all of it out in minutes. The radiator and cooler are clean, just took them off and cleaned them yesterday. When I take the cap off everything works fine. When I put a new cap on the same problem occurs as far as I can tell coolant level is correct and then immediately drains through exhaust

Excuse the temporary oil cap I had to order a new one
