turning issues, i think is a mustang

i am borrowing a skid steere, it is green and has a t handle for turning and driving forward and back, the arm and bucket are operated by foot pedals, all the markings are worn off and all i can tell is that it was manufactured by owatonna, was using all this morning and then the steering gave out, will still go forward and back and can use the bucket, just wont turn to the right, i noticed there is a dipstick going under the seat that has a green tip, the resevoir it goes to is dry. the right side tires still engage but the left wont, when i try to turn right the engine does change pitch a bit and it wants to move but doesnt. it also wont turn to the left but only because the left tires arent doing their part. i lifted the seat and saw nothing that looked broken or leaking or missing. any ideas? also i am not that savy on taking things apart.
 
It could be a few things, bad drive motor, bad pump, low oil.
I'd think the dip stick shouldn't be dry, but normally drive systems share the same reserve tank, so if the oil was too low, both sides wouldn't work.
You can swap drive motors from side to side and see if the issue moves, then it's a drive motor issue.
