T740 owners need help

My 17 t740 goes into crawl mode after 5-10 minutes of use then will have to wait till it picks back up again im getting code e000097-31 other sources say water in fuel but I have drained the fuel filter any other ideas?

when you remove fuel just pour into a glass jar ,let it sit for a few min. and see if there is water that has seperated from the diesel fuel. if so then further cleaning is required. I have seen water sensors once gotten exposed to water would continue to read water when there was not any there, just had to replace sensor with new one.
