T650 & T770 Bucket Leveling Pulsing

I bought a new T650 and tried the bucket leveling feature under a full load. The bucket would hop as it was raised. The hop was more severe the farther back the bucket was tilted. The dealer replaced the leveling valve. No change. The factory reps suggested remachining the cylinders. Didn't help. The dealer took the T650 back as a trade in for a T770. As soon as the new machine was delivered, I put a load on it and tried the bucket leveling. Same problem. Has anyone else seen this?

I'd have suspected the cylinders too. The only other things are the pivot points, if they are tight....
I have never had issues with self leveling being rough, always has been smooth, but the machines were a bit worn.
